The great Tommy Duncan

Thomas “Tommy” Duncan is the founder and CEO of Jetdoc, Inc., a telehealth conferencing system built to virtually connect patients to their healthcare. He is also the Ernst & Young Entrepreneur Of The Year® 2019 Mid-Atlantic Health Category Winner. Duncan is on a lifelong mission to ensure everyone has access to instant, affordable, quality healthcare whenever they want and wherever they are.


His prior experience includes running two inpatient psychiatric programs from 2004 to 2006, one that catered to adult patients and the other designed for the penal population.
In 2006, Duncan founded Care Compensation Specialists, which received a contract directly from the Detroit Wayne County Health Authority to facilitate the enrollment of Medicaid, Temporary Assistance for Needy Families, Aid to Blind & Disabled, and Supplemental Security Income populations. Within two years, Care Compensation Specialists was purchased by Accretive Health, Inc. (ticker “AH:US”), a leading revenue cycle management and performance-based consulting company founded by former Accenture partner Mary Tolan. Accretive was compensated for its entire-hospital revenue cycle management services via two measures—the improvement of net patient revenue (receiving 20% of the improvement) as well as the reduction of overall care costs (receiving 50% of the reduction). As Vice President at Accretive, Duncan managed the operation across the country. The biggest profit margin contributor for the company, Duncan recouped close to $700 million of previously uncovered revenue for the hospitals he serviced. Accretive went public in 2010, and is now owned by R1 RCM, the largest Catholic and non-profit health system in the nation.


Duncan put his Accretive earnings toward establishing a Medicaid Health Maintenance Organization named Trusted Health Plan. After engaging additional investors, Trusted began operations in 2013. After one year, a recapitalization was organized whereas Tom Scully—former Administrator of the Centers for Medicare and Medicaid Services
and current partner at Welsh, Carson, Anderson & Stowe—became Duncan’s private equity partner. In 2016, Trusted bought a Medicaid and Medicare health plan in Michigan from Tenet Healthcare Corporation.


As CEO, Duncan transformed Trusted from a start-up into one of the most successful national Medicaid health plans. With a focus on improving population health on a community-level, Trusted was the first to establish multiple brick-and-mortar wellness centers in D.C. Through the support programs, exercise classes, and nutrition counseling services offered at the wellness centers, Trusted helped Diabetic members improve their hemoglobin A1c measures and helped teach members with COPD to better manage their condition, resulting in reduced hospitalization rates. Additionally,
Duncan spearheaded the development of a care management platform that incorporated clinical and social determinants of healthcare. Overall, Trusted increased primary care visits by 24%, and reduced both emergency room visits by 12% and inpatient visits by 20%. In September 2019, Duncan sold the Michigan plan to Henry
Ford Health System in Detroit, MI. In January 2020, after growing the company into a multi-state plan serving 50 thousand enrollees, Duncan sold the business to BlueCross BlueShield affiliate, CareFirst.


Duncan founded Jetdoc in January 2020, driven by a mission to make healthcare accessible and affordable for all populations through a virtual interface. Connected to an arsenal of at-the-ready licensed medical professionals and pre-negotiated discount rates for prescriptions and in-person care, Jetdoc’s technology empowers users to take
control of their healthcare whenever and wherever it’s needed.


The seasoned health care executive received his MBA from Florida A&M University School of Business and Industry, magna cum laude, and has completed the Harvard Business School Key Executives Program. Today, Duncan serves on the Advisory Board of Medecision, Inc., and is a current member of Young Presidents’ Organization in Beverly Hills (and in Washington, D.C. from 2014-2020), and speaks nationwide on transforming today’s healthcare delivery system.
